TDM (transportation demand management or travel demand management) is a process that can encompass a variety of measures intended to influence travel choices. TDM is used to manage heavy traffic demand and parking requirements, and to enhance the effectiveness of transit services. This report is part of TCRP's Traveler Response to Transportation System Changes Handbook series. The overarching objective of the Traveler Response to Transportation System Changes Handbook is to equip members of the transportation profession with a comprehensive, readily accessible, interpretive documentation of results and experience obtained across the United States and elsewhere from (1) different types of transportation system changes and policy actions and (2) alternative land use and site development design approaches. The Handbook, organized for simultaneous print and electronic chapter-by-chapter publication, treats each chapter essentially as a stand-alone document. Each chapter includes text and self-contained references and sources on that topic. The Handbook user should, however, be conversant with the background and guidance provided in TCRP Report 95: Chapter 1, Introduction. Upon completion of the Report 95 series, the final Chapter 1 publication will include a CD-ROM of all 19 chapters. Included are actions that can change the costs to users of parking even without fee changes, notably through elimination of employer parking subsidies and by fee structures that differentiate by modes of parking (short/long term) or travel (drive-alone/ridesharing).The Traveler Response to Transportation System Changes Handbook consists of these Chapter 1 introductory materials and 15 stand-alone published topic area chapters. Each topic area chapter provides traveler response findings including supportive information and interpretation, and also includes case studies and a bibliography consisting of the references utilized as sources. The Scholars program awarded more than $50 million to outstanding young investigators as postdoctorates and junior faculty. Using analysis of curriculum vitae, data on citations and grants, and interviews, the report examines the career outcomes of Scholars relative to those of individuals who applied for the Scholars award. The authoring committee concludes that the Scholars program was a success and provides a template for current programs designed to address the career transitions of young investigators. In response to this gap the Lucille P. Markey Charitable Trust instituted the General Organizational Grants program, which funded two types of awards to provide training that would bridge the bed-bench gap. These training awards fell into two categories: (1) those that provided significant opportunities for M.D.s to engage in basic research during and immediately following medical school and residency, and (2) those that provided significant clinical exposure for Ph.D.s while they were predoctoral or postdoctoral students. These grants were intended to close the widening gap between rapid advances in our understanding of the biological process and the translation of that knowledge into techniques for preventing diseases. This report examines the General Organizational Grant programs, identifies best practices, and provides observations for future philanthropic funders. Since the 1960s, the performance of research in the United States has increasingly relied on these recent PhDs who work on a full-time, but on a temporary basis, to gain additional research experience in preparation for a professional research career. Such experiences are increasingly seen as central to careers in research, but for many, the postdoctoral experience falls short of expectations. Some postdocs indicate that they have not received the recognition, standing or compensation that is commensurate with their experience and skills. Is this the case? If so, how can the postdoctoral experience be enhanced for the over 40,000 individuals who hold these positions at university, government, and industry laboratories? This new book offers its assessment of the postdoctoral experience and provides principles, action points, and recommendations for enhancing that experience. This book addresses these topics by considering questions such as the following: What is the current supply of biomedical and behavioral scientists? How is future demand for scientists likely to be affected by factors such as advances in research, trends in the employment of scientists, future research funding, and changes in health care delivery? What are the best ways to prepare prospective investigators to meet future needs in scientific research? In the course of addressing these questions, this volume examines the number of investigators trained every year, patterns of hiring by universities and industry, and the age of the scientific workforce in different fields, and makes recommendations for the number of scientists that should be trained in the years ahead. This book also considers the diversity of the research workforce and the importance of providing prospective scientists with the skills to successfully collaborate with investigators in related fields, and offers suggestions for how government and universities should structure their research training programs differently in the future. Expanding Underrepresented Minority Participation explores the role of diversity in the science, technology, engineering and mathematics (STEM) workforce and its value in keeping America innovative and competitive. According to the book, the U.S. labor market is projected to grow faster in science and engineering than in any other sector in the coming years, making minority participation in STEM education at all levels a national priority. Expanding Underrepresented Minority Participation analyzes the rate of change and the challenges the nation currently faces in developing a strong and diverse workforce. Although minorities are the fastest growing segment of the population, they are underrepresented in the fields of science and engineering. Historically, there has been a strong connection between increasing educational attainment in the United States and the growth in and global leadership of the economy. Expanding Underrepresented Minority Participation suggests that the federal government, industry, and post-secondary institutions work collaboratively with K-12 schools and school systems to increase minority access to and demand for post-secondary STEM education and technical training. The book also identifies best practices and offers a comprehensive road map for increasing involvement of underrepresented minorities and improving the quality of their education. It offers recommendations that focus on academic and social support, institutional roles, teacher preparation, affordability and program development. Yet over one-fourth of all pregnant women in the United States do not begin prenatal care in the first 3 months of pregnancy, and for some groups—such as black teenagers—participation in prenatal care is declining. To find out why, the authors studied 30 prenatal care programs and analyzed surveys of mothers who did not seek prenatal care. This new book reports their findings and offers specific recommendations for improving the nation's maternity system and increasing the use of prenatal care programs. Advances in science and engineering increasingly require the collaboration of scholars from various fields. This shift is driven by the need to address complex problems that cut across traditional disciplines, and the capacity of new technologies to both transform existing disciplines and generate new ones. At the same time, however, interdisciplinary research can be impeded by policies on hiring, promotion, tenure, proposal review, and resource allocation that favor traditional disciplines. This report identifies steps that researchers, teachers, students, institutions, funding organizations, and disciplinary societies can take to more effectively conduct, facilitate, and evaluate interdisciplinary research programs and projects. Throughout the report key concepts are illustrated with case studies and results of the committee’s surveys of individual researchers and university provosts. Food safety, emerging infectious diseases, the development of new therapies, and the possibility of bioterrorism are examples of issues addressed by veterinary science that have an impact on both human and animal health. However, there is a lack of scientists engaged in veterinary research. Too few veterinarians pursue research careers, and there is a shortage of facilities and funding for conducting research. This report identifies questions and issues that veterinary research can help to address, and discusses the scientific expertise and infrastructure needed to meet the most critical research needs. The report finds that there is an urgent need to provide adequate resources for investigators, training programs, and facilities involved in veterinary research. ER -
