This book represents the proceedings of an international conference on Trends in Science and Technology Careers, held in Brussels in 1993. Organized at the behest of OSEP and the OIA Committee on International Organizations and Programs, in cooperation with the European Commission (DG XII) and in response to a resolution of the International Council of Scientific Unions, the conference identified international data on career trends, assessed the research base engaged in studying science and technology careers, and identified ways in which international organizations could promote greater interest in science and technology human resource development. The conference laid the groundwork for continuing international discussions about the best ways to study and promote careers in science and technology and national dialogues about the ways to integrate this knowledge into human resources policies. Does the current graduate education system adequately prepare science and engineering students for today's marketplace? How do foreign students enter the picture? What should be the PhD of the future? These and other questions are addressed in this book by a blue-ribbon panel of scientists and engineers. Recommendations are aimed at creating a new PhD that would retain the existing strengths of the current system while substantially increasing the information available, the potential versatility of students, and the career options afforded to them by their PhD education. Based on a national summit that was supported by the National Science Foundation and organized by the NRC and the NAE, the report highlights the importance of community colleges, especially in emerging areas of STEM (Sciene, Technology, Engineering, and Mathematics) and preparation of the STEM workforce. Community colleges are also essential in accommodating growing numbers of students and in retraining displaced workers in skills needed in the new economy. Community Colleges in the Evolving STEM Education Landscape: Summary of a Summit looks at the changing and evolving relationships between community colleges and four-year institutions, with a focus on partnerships and articulation processes that can facilitate student success in STEM; expanding participation of students from historically underrepresented populations in undergraduate STEM education; and how subjects, such as mathematics, can serve as gateways or barriers to college completion. According to the committee that authored the report, the lack of professional recognition and comprehensive road safety education and training opportunities is threatening the ability of public agencies to build the knowledgeable and skilled road safety workforce that is needed to make safety advances. To address this need, the report recommends that the American Association of State Highway and Transportation Officials and the Governors Highway Safety Association forge a broad-based alliance of public, private, and educational organizations to champion the road safety profession. The report recommends that the alliance encourage states to take advantage of federal workforce training funds for the purpose of developing road safety professionals and to advocate comprehensive road safety education and training by universities, including the many publicly funded transportation and safety research centers. In addition, the report urges the alliance to explore the creation of one or more specialized institutes to provide comprehensive instruction and training for road safety professionals. This book offers guidance not only for dealing with the elimination of mandatory retirement in higher education but also for current retirement-related issues facing all colleges and universities. Ending Mandatory Retirement addresses such questions as: Do the special circumstances of higher education warrant the continuation of mandatory retirement? How would an increase in the number of older faculty affect individual colleges and universities and their faculty members? Where there are undesirable effects, what could be done to minimize them? The book contains analyses of early retirement programs, faculty performance evaluation practices, pension and benefit policies, tenure policies, and faculty ages and retirement patterns. Decision making in this area has a major impact on American workers who do not earn 4-year college degrees—fully three-quarters of the workforce. This timely volume reviews the state of postsecondary training for work in the United States; it addresses controversies about federal job policies and programs and outlines a national approach to improved quality and accessibility in workplace preparation. The committee focuses on the various types of training individuals need during their working lives. Leading experts explore the uneven nature of postsecondary training in the United States and contrast our programs with more comprehensive systems found in other major industrial countries. The authors propose what the federal government can—and cannot—do in improving postsecondary training, exploring appropriate roles and responsibilites for federal, state, and private interests. The volume highlights opportunities for improvement in the development of skills standards, student financial aid, worker retraining, second-change education, and the provision of better information to program managers, public officials, and trainees. With a wealth of insightful commentary and examples, this readable volume will be valuable to federal and state policymakers, leaders in the field of training, educators, employers, labor unions, and interested individuals. Acknowledging the weaknesses in the present college mathematics curriculum and the ways in which it is taught, this book cites exemplary programs that point the way toward achieving the same world-wide preeminence for mathematics education that the United States enjoys in mathematical research. Moving Beyond Myths sets forth ambitious goals for collegiate mathematics by the year 2000 and provides a sweeping plan of action to accomplish them. It calls on mathematics faculty, their departments, their professional societies, colleges and universities, and government agencies to do their parts to implement the plan, help the public move beyond commonly held myths about mathematics, and bring about a revitalization of undergraduate mathematics. Yet, one-third of projected job growth for the period 2010-2020 will require middle-skilled workers -- who will earn strong middle-class wages and salaries -- important to both the production and consumption components of our economy. These jobs typically require significant training, often requiring more than a high school diploma but less than a baccalaureate degree. In the Gulf of Mexico, middle skilled workers play key roles in maintaining oil system safety, completing the numerous environmental restoration projects needed along the Gulf coast, and as workers in an integrated and resilient public health system. Educational pathways that lead to middle skilled jobs in these areas include: apprenticeship programs offered by schools, unions, and employers; high school career and technical education programs; community college courses, certificates, and associate degrees; and employer provided training. Opportunities for the Gulf Research Program: Middle-Skilled Workforce Needs is the summary of a workshop held on June 9-10, 2014 in Tampa, Florida. This workshop convened 40 thought leaders from the Gulf region's education, employer, and policymaking communities to facilitate a discussion of the current state of education and training pathways for preparing the region's middle-skilled workforce in both the short- and long-term and to identify perceived needs and potential opportunities that might be addressed by the GRP. Workshop participants discussed a variety of opportunities around building capacity in the region's middle-skilled workforce, including the need for competency-based education and training approaches and stronger partnerships among the region's employers and institutions of higher education.
